Police Chief
Position Overview: Performs complex, advanced protective service, and administrative work planning, organizing, and directing all police operations, addresses personnel and public information matters, ensures all laws, regulations, and procedures are followed, and related work as required. Work involves setting policies and goals. This position is designated as essential during emergency or disaster situations. Departmental supervision is exercised over all department personnel.
Essential Job Functions:
- Provides leadership and oversight to the Police Department.
- Plans, directs, coordinates, and supervises the overall operation of the Police Department; ensures compliance with all legal requirements.
- Develops and implements new and/or revised department policies and procedures
- Ensures the accuracy of personnel file in accordance with the NC Criminal Justice Education and Training Standards Commission.
- Prepares and compiles crime statistics for presentation to the City Council.
- Prepares, administers, and monitors department budget; researches and assists with the coordination of grant funding opportunities.
- Assigns, directs, trains, monitors, and manages department personnel.
- Implements organizational efficiency; rewards, disciplines, coaches, counsels, and evaluates department personnel performance.
- Ensures proper training and certification of all departmental personnel.
- Conducts and oversees the planning, research, and implementation of the department’s short- and long-term strategic goals and objectives as well as sets mission and goals.
- Conducts regular police duties, which include routine patrol to observe areas and situations; assists patrol and investigations in responding to various calls for service.
- Serves as a member of the City’s management team.
- Adheres to policies and procedures established by the City.
- Performs work during emergency or disaster situations.
- Performs all other duties and responsibilities as assigned.
- Nims ics 100, 200, 300, 400, and 700 courses preferred.
Requirements:
- Bachelor's degree with coursework in criminal justice, public administration, or related field and extensive experience in police administration including extensive supervisory experience, or equivalent combination of education and experience.
- Possession of Basic Law Enforcement Training certification.
- Possession of an appropriate driver's license valid in the State of North Carolina.
- Advanced certification under North Carolina Training and Standards is desirable.
- Possession of Criminal Investigation Program certification preferred.
- Possession of Law Enforcement Executive Program certification preferred.
Knowledge, Skills, and Abilities:
- Comprehensive knowledge of the laws and regulations relating to law enforcement administration.
- Comprehensive knowledge of City laws, ordinances, department rules and regulations.
- Skill in the use of firearms and the operation of a motor vehicle.
- Ability to assign, direct, and supervise the work of subordinate staff.
- Ability to deal with the public firmly and tactfully.
- Ability to analyze complex police problems and to adopt quick and effective reasonable courses of action.
- Ability to react quickly and perform calmly and rationally in dynamic, highly stressful situations as well as all types of emergency and departmental scenarios.
- Ability to analyze problems, identify alternative solutions, and project consequences of proposed actions.
- Ability to work extended hours and days to meet all operational needs when necessary.
- Ability to follow oral and written directions.
- Ability to establish and maintain effective working relationships with law enforcement agencies, school officials, elected officials, State and Federal officials, associates, and the public.
Physical Requirements:
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires reaching with hands and arms and repetitive motions and occasionally requires standing, walking, sitting, stooping, kneeling, crouching or crawling and pushing or pulling; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).
