General Description:
The HR Consultant provides consultation and coaching to hiring managers within assigned divisions/campuses, ensuring consistent application of policies, procedures and guidelines. The HR Consultant partners with the hiring managers to build collegial working relationships while working towards a common goal of meeting business needs and maintaining compliance, as well as attracting and retaining a well-qualified, diverse workforce.
Duties and Tasks:
- The HR Consultant guides and assists hiring managers and interview committees with the college’s hiring process, relevant DHRM and VCCS policies, and applicable state and federal law.
- The incumbent advises managers on the usage of NATS, NOVA’s Applicant Tracking System (PeopleAdmin).
- The incumbent successfully markets NOVA to recruit a diverse, well-qualified applicant pool and ensures compliance with EEO/AA, DHRM, VCCS, and college policies in the advertisement, screening, referral, selection and hiring of staff.
- This position is also responsible for on-boarding new hires and for facilitating the processing of all employment actions.
Essential Functions:
- Serve as subject matter expert in recruitment and selection processes to ensure compliance with federal, state, DHRM, VCCS, and NOVA policies and procedures regarding recruitment and retention.
- Ongoing assessment of processes to identify areas in need of improvement; ensure data integrity and assume special projects, as assigned.
- Assist with screening and sourcing of applications and serve on interview panels/search committees, as needed.
- Partner with hiring managers to develop accurate job descriptions (EWPs) and job requisitions (NOVs) to successfully attract and hire key talent for current and future organizational needs.
- Administer job postings and hires in the applicant tracking system (PeopleAdmin).
- Guide managers in utilizing workforce planning strategies to attract and retain high caliber talent.
- Provide guidance and assistance to college administrators regarding the full hiring process including successful interview methods and techniques.
- Assist managers with writing competency-based interview questions.
- Review recruitment and selection documentation to ensure equitable, fair, and compliant hiring practices.
- Conduct pre-employment background checks and E-Verify.
- Launch new hires and transfers and ensure the successful on-boarding of new hires.
- Ensure quality services in all aspects of recruitment and retention.
- Interpret, apply and clearly communicate organizational policies, goals and objectives.
Required KSAs:
- Knowledge of principles and procedures for personnel recruitment, selection, compensation, negotiation, and personnel information systems.
- Knowledge of principles and procedures for providing customer service, including needs assessment, meeting quality standards for service and evaluation of customer satisfaction.
- Possesses knowledge of business and management principles involved in strategic planning, resource allocation, human resource modeling, leadership techniques, and coordination of people and resources.
- The candidate must have excellent consulting and client management skills.
- Be detail oriented and well organized.
- Possesses strong critical and analytical thinking skills, reading comprehension skills to understand and interpret written policies and procedures.
- Possess highly effective communication skills; and the ability to perform work consistently with accuracy and close attention to detail.
- Proficiency in the usage of a PC, software applications, and standard office equipment as well as knowledge of MS Office, HRIS systems, and applicant tracking systems.
- Ability to research and resolve complex issues; articulate complex topics; prioritize and manage multiple tasks in a fast-paced environment
- Exercise discretion and ensure a high level of confidentiality; and have the ability to establish and maintain effective and harmonious work relations with faculty, staff, students and the general public.
Minimum Qualifications:
- Bachelor’s degree in human resources management, business, or a related field, or an equivalent combination of applicable experience, training and/or education.
- Some experience as an HR coordinator or some level of responsibility comparable to a generalist or coordinator.
- Some customer service and forward-facing experience.
Preferred Qualifications:
- Post-baccalaureate certificate or master’s degree in Human Resources. PHR/SHRM-CP certification.
- Some work experience in higher education and/or public sector is preferred.
- Some work experience in a fast paced, high volume environment with a decentralized customer base is highly desirable.
- Some experience interpreting and applying the Virginia Department of Human Resources Management (DHRM) and/or VCCS policies and procedures and experience working with PeopleAdmin.
