Starting Salary Depending on Experience and Qualifications

Under general supervision, examines residential and small commercial construction documents, structural calculations and related technical data ensuring compliance with local Building, Town and State related codes, laws, ordinances, statutes, and construction industry standards.


ESSENTIAL JOB FUNCTIONS:

* Assists Division Manager, Building Official and other personnel as needed.

* Consults with designers, contractors, and property owners to assist with questions related to building plans and helps with resolving problem issues.

* Ensures projects assigned for review meet the minimum adopted Code requirements.

* Utilizes the permitting software system to track project status', update assigned workflows, enter permit special conditions, enter project data for calculation of associated fees, enter required inspections, etc.

* Utilizes digital review software (i.e., Bluebeam Revu) to perform all project reviews in a PDF format.

* Greets customers, answers calls, responds to requests for information, investigates complaints, and provides ongoing customer service.

* Interprets Department policies and procedures.

* Plans and schedules plan review projects to accommodate the needs of contractors and property owners, to ensure compliance within the time prescribed.

* Prepares reports and correspondence relating to plan review activities.

* Provides written project review comments identifying issues of non-compliance with adopted codes.

* Studies and learns new code cycles as adopted.

* Reviews plans for residential and small commercial projects, including structural calculations, specifications and other documents to ensure compliance with Building, Plumbing, Mechanical, Electrical, Energy, Pool/Spa and Town codes.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

* Ability to communicate effectively both verbally and in written communication.

* Ability to establish and maintain effective working relationships.

* Ability to negotiate through construction sites and climb ladders as necessary in performing construction site investigative inspections.

* Ability to organize work, set priorities, meet critical deadlines and follow up on work assignments with minimal supervision.

* Knowledge of applicable Town, State and Federal standards, rules, ordinances, codes and regulations governing building codes and building safety.

* Knowledge of building construction activities and processes.

* Knowledge of permitting software programs.

* Knowledge of customer service techniques and methods.

* Knowledge of materials, methods and procedures used in construction, modification and repair.

* Knowledge of Town and department policies and procedures.

* Skill in computer operation, data entry, and use of modern office equipment.

* Skill in use of PDF Editing software (e.g., Bluebeam Revu).

* Skill in identifying and recommending structural, mechanical and electrical modifications for code compliance.

* Skill in reading, analyzing and interpreting building plans, specifications and associated technical data compliance with appropriate codes and standards.

* Ability to follow verbal and written instructions.


MINIMUM QUALIFICATIONS:

* An associate degree or technical certification from an accredited college or university in Building and Construction, or a closely related field.

* Five (5) years' experience in construction, building safety, planning or closely related experience.

* Current active Plans Examiner certification from the International Code Council or ability to obtain within one (1) year of employment.

* Must possess a valid Class D Arizona driver license upon the first day of employment.

* An equivalent combination of education and experience may be considered.

ENVIRONMENTAL FACTORS and WORKING CONDITIONS:

* Performs job duties in an indoor environment.

* Must be able to lift or move up to twenty-five (25) pounds.

* Works more than 40 hours in a workweek as required, without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays as required.
